yes other photographers since the pictures of one can be better/worser then the other guy, or a few booths with a gopher who allows people to take pics of them selfs (friends take them or something) the one of the past 2 years was kinda not appropriate in some people's eyes.

I think that will only work with photo shoots of the cosplayers and visitors. The "official" photo shoots are negotiated with the actors, their agents, and the photographer in question, and it would not be appropriate for a 'competing' photographer to offer the same service (for a profit)

If you buy a ticket, the photographer can not refuse you.
So I do not see the problem either.

it's not first hand but a friend of mine who came over for his first time facts got refused, he wasnt told a reason or anything i have a hunch but i dont like pointing fingers because myself has been refused and even been threated -non-professional

It seems that this troubles you immensely, even if i don't get the problem either.
So a piece of advice would be: Try asking for a reason next time? Not all photographers are obliged to photograph you. Professional or not. There also might have been a problem, lack of time, other intensions to be at F.A.C.T.S, etc.
Photo's of or with an actor can be arranged if you buy a ticket or wait in line. (If i'm not mistaken, this isn't my alley of expertise)
And there are a lot of professional photographers walking/standing around at F.A.C.T.S. Of the top of my hat i'll give you a few: Nakama-focus, N8e.be, Aztek-Tv, Kmeron and many many more.
I guess it's just a matter of asking another person to take a picture of you or just take a camera with you and team up with friends to make pictures.
